Hiring legal talent in Texas looks very different depending on where you’re hiring. A litigation associate search in Houston may be influenced by activity in the energy industry, while a compliance hire in Austin often competes against demand from fast-growing technology companies. Dallas and San Antonio bring their own challenges as well.
For legal employers expanding across the state, or trying to understand why a role that filled quickly in one city is stalling in another, these regional differences matter. Treating Texas as one uniform legal market can lead to unrealistic expectations around compensation, hiring timelines, and candidate availability.
Houston: Energy Still Sets the Pace
Houston remains the largest legal market in Texas, and the energy industry continues to shape much of its hiring activity, even as firms diversify into additional practice areas.
National firms continue to invest heavily in the city. Sullivan & Cromwell began preparing a Houston expansion in early 2026 specifically to target the energy sector. That expansion adds meaningful competition for experienced attorneys, counsel, and legal support professionals who may have previously been easier to retain locally.
For employers, hiring timelines are often influenced by activity in the oil and gas sector. When energy transactions, projects, and disputes increase, demand for legal talent tends to rise quickly as well. Compensation expectations often follow.
Dallas: The Most Accessible Market for Outside Talent
Dallas is the second-largest legal market in Texas and is widely considered the easiest of the major Texas cities for attorneys without existing local ties to enter.
That accessibility has helped attract significant investment from national firms. Paul Hastings added more than twenty partners across Dallas and Houston over the past two years, while King & Spalding opened a Dallas office in 2024 focused on intellectual property and litigation.
For employers, the openness of the Dallas market cuts both ways. Recruiting candidates into Dallas may be easier than in other Texas cities, but candidates also tend to have more competing offers and greater mobility between firms.
Austin: Tech Growth Is Reshaping Legal Demand
Austin’s legal hiring market is increasingly driven by technology rather than traditional practice areas.
As technology companies continue relocating operations to Central Texas, demand has grown for attorneys and legal professionals specializing in data privacy, intellectual property, commercial contracts, and regulatory compliance. Firms including Kirkland & Ellis and Gunderson Dettmer have expanded into Austin to support this growth.
Another defining feature of Austin’s market is the growth of in-house legal hiring. Technology companies expanding in Central Texas are increasingly hiring legal professionals directly into their organizations, particularly in privacy, intellectual property, commercial contracting, and compliance functions. This creates additional competition for law firms and legal departments seeking candidates with technology-sector experience.
San Antonio: Smaller Market, Emerging Pressure Points
San Antonio may be the smallest of the four major Texas legal markets, but demand is growing in several important areas.
Data center expansion is generating additional regulatory and real estate work, while large-scale development projects are creating opportunities for transactional and development-focused practices.
The challenge for employers is less about demand and more about supply. With a smaller local talent pool, organizations often have fewer candidates to choose from, making retention, career development, and clear advancement opportunities especially important once a hire is made.
Compensation Pressure Is Growing Across Texas
Salary growth is no longer limited to a single city or practice area.
According to the Thomson Reuters Institute’s 2026 State of the U.S. Legal Market report, law firm spending on salaries rose 8.2 percent compared to 2024, with per-lawyer spending on associates increasing 3.8 percent and compensation for other legal roles rising 4.9 percent.
Demand remains strong nationally as well. Legal services employment reached 1,233,900 jobs in January 2026, according to the Bureau of Labor Statistics’ Current Employment Statistics data. Texas has also emerged as one of the highest-paying and highest-demand markets for legal talent in the country, alongside California and New York, according to a 2026 legal hiring analysis from the National Law Review.
For employers, this means regional cost advantages are becoming less meaningful than they once were. Candidates are increasingly comparing opportunities across state lines rather than only within their local market, and compensation expectations in Houston, Dallas, Austin, and San Antonio continue to move closer to national benchmarks, particularly for experienced attorneys and specialized legal professionals.
What This Means for Your Hiring Strategy
Houston, Dallas, Austin, and San Antonio share several common challenges. All four markets are seeing increased competition from national firms entering the state, and all four continue to experience compensation growth.
The difference lies in what is driving that competition.
Houston employers compete with energy-sector budgets and project cycles. Dallas employers face a highly mobile candidate market with abundant options nearby. Austin employers increasingly compete against technology companies building in-house legal teams. San Antonio employers operate within a smaller local talent pool where retention often matters as much as recruitment.
Organizations that approach these four cities as one undifferentiated Texas market risk building the wrong hiring strategy for the market they are actually trying to serve.
As Texas legal hiring trends continue to evolve, understanding local market conditions is becoming increasingly important.
