Capture and Proposal Manager – in office
Direct Hire; up to 110K + bonus
West Houston
 

  • IMPORTANT – extensive federal government industry network
  • Proven ability to lead proposal efforts from RFI to award across civilian and/or DoD customers
  • Familiarity with SAP, RPA (UiPath), ServiceNow, or federal IT modernization

Duties:
 

  • Build and manage capture plans for key pursuits—schedules, win themes, teaming, pricing coordination, and risk mitigation
  • Lead proposal development from kickoff through submission (RFIs, RFQs, RFPs)
  • Create and enforce processes for proposal content development, reviews, compliance, and quality
  • Maintain boilerplate content, past performance library, graphics archive, and response templates
  • Coordinate post-submission follow-up, orals prep, and debrief reviews
  • Define resourcing plans to scale with pipeline and contract vehicle activity
  • Crosstrain team members for flexibility and surge capacity
  • Set standards for responsiveness, formatting, quality, and turnaround
  • Evaluate and respond to inbound teaming inquiries
  • Identify and engage teaming partners aligned with our offerings and small business set-asides
  • Represent organization at industry events, panels, and partner roundtables
  • Coordinate vendor outreach, NDAs, and team agreements
  • Support development of white papers and BAA/SBIR concepts in coordination with SMEs
  • Drive pipeline governance: manage opportunity tracking, prioritization, and stage advancement
  • Lead or contribute to account plans, call plans, and opportunity SWOTs
  • Support execution of partner-driven sales campaigns and pre-RFP positioning
  • Collaborate with leadership on go/no-go decisions, bid gates, and proposal team resourcing
  • Coordinate participation in trade shows, conferences, and associations
  • Align capture efforts with marketing campaigns, capabilities briefs, and branded messaging
  • Support development of pitch decks, capability statements, and customer-facing collateral
  • Provide feedback on market trends, competitor positioning, and proposal differentiation
  • Select and refine tools for CRM, content library, compliance matrices, and proposal schedules
  • Track KPIs – win rate, pipeline coverage, proposal development time, and content reuse rate
  • Implement lessons-learned and win/loss analysis reviews to improve future performance
  • Define and enforce governance (RACI, review schedules, submission protocols)

Qualifications:
 

  • 7+ years of experience in federal capture and proposal management
  • Experience building internal processes and teams in growing GovCon environments
  • Strong knowledge of GovCon teaming, procurement, and contract vehicle strategies
  • Excellent writing, organization, and communication skills
  • Proven success managing Captures under 8(a), HUBZone, and SDVOSB set-aside strategies
  • Proven experience building teams as both Prime and Subcontractor
  • Exposure to tools like GovWin and proposal automation platforms
  • Network of BD/capture/proposal consultants and subcontractor contacts
